    The Christian Democrat candidate for the West German chancellorship, Dr. Helmut Kohl, has been intensifying his election campaign in the state of Rhineland Palatinate where he is Prime Minister.

    SYNOPSIS: Dr. Kohl, a conservative politician trying to oust Helmut Schmidt as Chancellor in the October elections, was cheered by about 7,000 people as he arrived for a rally in Mainz. Despite the greeting he received here, opinion surveys claim he is not as popular as Herr Schmidt. As a result, he has chosen to attack the Chancellor's leadership as the major part of his campaign strategy. Dr. Kohl accused the ruling Social Democrats of over-taxing and over-governing West Germany and said they were too soft on communism and terrorism.

    The Christian Democrat candidate received a favourable reaction from the crowd when he told them he would include at least three women in senior government posts if he won the election. He also named a number of top party members who would be given cabinet posts. Dr. Kohl said the party had its sights set on victory. But he told the rally that he was not ruling out the possibility of his trying to form a minority government if the party just failed to win a majority in the lower house of parliament.
