Background: President Houari Boumedienne of Algeria celebrated the sixth anniversary of his coming to power with a major speech to the oilmen of the rich Hassi Messaoud oilfield yesterday (Saturday). He told flag-waving crowds that French oil companies must co-operate and show goodwill if they want to keep their minority holdings in Algerian oilfields.
Algeria's Revolutionary Council stages a takeover of French oil interests on February 24 -- the oil installations visited by the President had been renamed "February 24th Base". The French companies retaliated by withdrawing technicians and boycotting supplies of Algerian crude oil. This action, said President Boumedienne, was aimed at hampering economic growth. But he was confident Algerians would overcome such difficulties.
