    Thailand has appealed to the United Nations and France for help in coping with the torrent of refugees from Communist Indochina. The French Foreign Minister, Louis de Guiringaud was in Thailand on an official visit before going to Hanoi.

    SYNOPSIS: Mr. de Guiringaud's talks with Thai leaders also centred on the role of the Association of Southeast Asian Nations, (ASEAN). After talks with Thai Foreign Minister Upadit Pacharayangkun, Mr. de Guiringaud called for outside powers not to interfere in Southeast Asia, and to let the region build its own future. On his forth-coming visit to Hanoi, Mr. de Guiringaud had this to say:
    It was the pressing problem of the Vietnamese refugees, estimated at about 1114,000 who have crowded into the camps around Thailand since the Communist takeover in 1975 of Vietnam Laos and Cambodia, that Thai Minister Mr. Upadit discussed with both the French Foreign Minister and Mr. Poul Hartling, the new U.N. Commissioner for Refugees who was also in Bangkok. Mr. Hartling later told reporters that he agreed that the International community should help Thailand carry the burden.
