    THE RIOTING IN SINGAPORE ... ABOUT 1,700 PEOPLE HAVE BEEN ARRESTED AFTER TWO AND A HALF DAYS OF SAVAGE FIGHTING BETWEEN SINGAPORE'S MALAY AND CHINESE COMMUNITIES. SO FAR 21 PEOPLE HAVE DIED, AND OVER 50 ARE IN HOSPITAL. A CURFEW HAS BEEN IMPOSED AND ABOUT 7,000 POLICE AND 4,000 TROOPS ARE PATROLLING THE STREETS.

    ONE OF THE WORST AFFECTED AREAS IS THE MALAY SETTLEMENT, WHICH CONTAINS ABOUT 80,000 MALAYS. WHEN THE VIOLENCE BROKE OUT, THERE WAS AN IMMEDIATE REACTION AGAINST THE CHINESE SHOPKEEPERS WHO HAVE CARRIED ON BUSINESS IN THE DISTRICT FOR MANY YEARS. THEIR SHOPS WERE BROKEN INTO, LOOTED AND SET ON FIRE. FOLLOWING THE RIOTS, THE STREETS WERE DESERTED - EXCEPT FOR POLICE, A FEW CURFEW BREAKERS AND WRECKED VEHICLES.

    AS USUAL, THE RIOTS HAVE BROUGHT A NEW CROP OF REFUGEES. ABOUT 300 MALAYS - MOSTLY ELDERLY WOMEN AND MEN, AND YOUNG CHILDREN - TOOK REFUGE IN A POLICE STATION. MANY OF THEIR HOMES HAVE BEEN SET ON FIRE, AND THEY HAD ONLY ESCAPED WITH THE INEVITABLE BUNDLES OF PERSONAL BELONGINGS.

    SINGAPORE'S PREMIER, LEE KUAN YEW, THE MALAYSIAN DEPUTY PREMIER, TUN ABDUL RAZAK AND OTHER CABINET MINISTERS TOURED A SECTION OF THE MALAY SETTLEMENT, TO SEE FOR THEMSELVES THE EXTENT OF THE DAMAGE. THEY DISCUSSED RELIEF MEASURES WITH SEVERAL OF THE MALAY ELDERS, AND THE FORMATION OF GOODWILL COMMITTEES TO EASE THE TENSION.

    TUN RAZAK HAS SAID THE CLASHES BLEW UP AFTER A 'MISCHIEFMAKER' THREW A BOTTLE DURING A MALAY RELIGIOUS PROCESSION. MR. LEE SAYS THE CLASHES BEGAN AFTER A CHINESE POLICEMAN WAS ATTACKED BY A GROUP OF MALAYS, AFTER HE HAD ASKED THEM TO REJOIN THE PROCESSION, FROM WHICH THEY HAD STRUGGLED.

    (SINGAPORE HAS A POPULATION OF 2 MILLION, OF WHICH ABOUT 80 PER CENT ARE CHINESE. MALAYS NUMBER ABOUT 250,000 AND THE REST ARE MAINLY INDIANS AND PAKISTANIS.)
