    THE THREE-WEEK CONFERENCE COINCIDES WITH A NEW PHASE OF CONCERTED ECONOMIC RECONSTRUCTION BY THE U.N.IN THE CONGO, FOLLOWING THE END OF KATANGA'S SECESSION.SOME 350 DELEGATES ARE THERE, INCLUDING REPRESENTATIVES OF MORE THAN 40 AFRICAN STATES AND TERRITORIES, AND OBSERVERS FROM ABOUT 25 NON-AFRICAN COUNTRIES.

    BEING DISCUSSED ARE ECONOMIC AND SOCIAL TRENDS IN AFRICA, INTERNATIONAL ASSISTANCE AND A DRAFT CHARTER FOR A PROPOSED AFRICAN DEVELOPMENT BANK.

    THREE EAST GERMAN DELEGATES TO THE MEETING WERE ARRESTED IN THE CONGOLESE CAPITAL BEFORE THE OPENING AND SENT HOME.EAST GERMANY HAS LODGED A STRONG PROTEST ABOUT WHAT THEY CALLED THIS ARBITRARY POLICE ACTION.

    SOUTH AFRICA AND PORTUGAL WERE NOT REPRESENTED AT THE OPENING.A SPOKESMAN SAID SOUTH AFRICA WAS NOT EXPECTED BECAUSE OF ITS OBJECTIONS TO AN E.C.A.COMMISSION REPORT ON SOCIAL EFFECTS OF RACIAL DISCRIMINATION.

    MR.ROBERT GARDINER, HEAD OF THE U.N.CONGO OPERATION, IS EXECUTIVE SECRETARY OF THE E.C.A.AND ADDRESSED THE OPENING SESSION.
