    PRAGUE, THE CZECHOSLOVAKIA CAPITAL, APPEARED AS NORMAL AS ANY OTHER EUROPEAN CAPITAL YESTERDAY (SUNDAY) DESPITE THE MOUNTING TENSION PRECEDING TODAY'S NEWS THAT THE RUSSIANS HAD AGREED TO HOLD A TOP-LEVEL MEETING WITH CZECHOSLOVAK LEADERS ON CZECHOSLOVAK SOIL. TOURISTS, MANY OF THEM FROM THE SOVIET UNION, WERE TAKING IN THE SIGHTS OF THE CITY AS YOUNG CZECH GIRLS SHOWED THEIR PREFERENCE FOR WESTERN STYLE MINI-SKIRTS IN THE CROWDED STREETS.

    REPRESENTATIVES OF THE WORLD'S PRESS WERE ALSO IN PRAGUE AWAITING DEVELOPMENTS IN THE DISPUTE BETWEEN CZECHOSLOVAKIA'S NEW LEADERS AND OTHER WARSAW PACT COUNTRIES OVER THE LIBERALISATION MOVEMENT WHICH HAS SWEPT THROUGH THE COUNTRY.

    SINCE THE MEETING IN WARSAW AFTER WHICH RUSSIA, EAST GERMANY, BULGARIA, POLAND AND HUNGARY SENT A PROTEST LETTER TO THE CENTRAL COMMITTEE OF THE CZECHOSLOVAKIAN COMMUNIST PARTY, THE CZECH POPULACE HAS RALLIED ROUND NEW LEADER ALEXANDER DUBCEK. THE COMMUNIST PARTIES IN RUMANIA, YUGOSLAVIA AND ITALY HAVE ALSO INDICATED THAT THEY SUPPORT THE CZECHOSLOVAKIANS IN THEIR LIBERALISATION PROGRAMME.

    POLITICAL OBSERVERS IN PRAGUE FEEL THAT WHILE RUSSIA'S AGREEMENT TO HOLD THE TALKS IN CZECHOSLOVAKIA COULD BE REGARDED AS SOMETHING OF A CONCESSION TO THE CZECH STAND, IT COULD BE OFFSET BY SOVIET INSISTENCE THAT THE FULL PRESIDIUM OF THE CENTRAL COMMITTEE OF THE CZECH COMMUNIST PARTY SHOULD MEET THE POLITBURO OF THE CENTRAL COMMITTEE OF THE COMMUNIST PARTY OF THE SOVIET UNION. THE OBSERVERS BELIEVE THE MOTIVE FOR THE SOVIET PROPOSAL IS THAT MOSCOW FEELS ALEXANDER DUBCEK COMMANDS ONLY A SLIM MAJORITY INSIDE HIS PARTY.

    TONIGHT, THE SOVIET UNION WAS REPORTED TO HAVE REPEATED ITS DEMAND TO STATION SOVIET TROOPS IN CZECHOSLOVAKIA ALONG THE WEST GERMAN BORDER.

    THERE WAS NO CONFIRMATION TONIGHT THAT THE CZECHS WERE PREPARED TO SEND THE FULL PRESIDIUM FOR TALKS, BUT UNCONFIRMED REPORTS SWEPT MOSCOW THAT THIS HAD BEN AGREED AND THAT THE MEETING WOULD BE HELD ON WEDNESDAY OR THURSDAY EITHER IN THE SLOVAKIAN CAPITAL OF BRATISLAVA OR THE TOWN OF KOSICE NEAR THE SOVIET BORDER.

    IF AND WHEN THE TALKS ARE HELD, CZECHOSLOVAKIAN SOURCES BELIEVE THAT DUBCEK AND HIS BACKERS IN THE PARTY WILL FACE ANOTHER CRUCIAL TEST OF WILL POWER AND NERVE. THE SOVIET POLITBURO CONSISTS OF ELEVEN MEMBERS, HEADED BY PARTY GENERAL SECRETARY LEONID BREZHNEV, PRIME MINISTER ALEXEI KOSYGIN AND PRESIDENT NIKOLAI PODGORNY, WHO WERE ALL AT THE WARSAW MEETING WHICH SENT LAST WEEK'S LETTER TO PRAGUE.
