    THE COMMONWEALTH PRIME MINISTERS' CONFERENCE OPENED IN LAGOS YESTERDAY (TUESDAY) TO DEBATE PLANS FOR THE OVERTHROW OF THE BREAKAWAY REGIME IN RHODESIA AND TO CONSIDER THE CONSTITUTIONAL FUTURE OF THE COUNTRY.

    THE CONFERENCE WHICH WAS ATTENDED BY 200 DELEGATES FROM 19 COUNTRIES, BEGAN IN AN ATMOSPHERE OF MOURNING OVER THE SUDDEN DEATH OF THE INDIAN PRIME MINISTER, MR. SHASTRI. DELEGATES WERE LED INTO THE CONFERENCE BY THE NIGERIAN PRIME MINISTER, SIR ABUBAKAR TAFAWA BALEWA, ACCOMPANIED BY THE BRITISH PRIME MINISTER, MR. WILSON.

    THE CONFERENCE WAS PRESIDED OVER BY THE NIGERIAN PRIME MINISTER, WHO, IN HIS OPENING SPEECH CALLED FOR A SWIFT CRUSHING OF THE RHODESIAN REGIME. HE SAID THAT COMMONWEALTH LEADERS MUST DECIDE WHAT TO DO IF SANCTIONS FAILED.

    THE CONFERENCE, WHICH IS THE FIRST OF ITS KIND TO BE HELD OUTSIDE BRITAIN, IS DUE TO END TODAY.
