The resolution urged that the General Assembly should call for a resumption of negotiations as soon as possible, and should decide on principles for guiding disarmament negotiations.
soviet chief delegate Zorin told the UN main political committee that the 3-Power proposal followed "the vicious and dangerous line of control over arms" instead of disarmament control". He said the only solution was a General Assembly specially session in the spring at which the heads of Government should lay down clear directives as a basis for further, more detailed negotiation.
