The Revolutionary Government of the Armed Force of Peru is fully aware of its moral authority to oppose these tests and considers that the United nations should endorse the request of the Heads of state and Government of the endorse the request of the Heads of State and government of the Nonaligned Nations, meeting in Algiers, that an end be put to the atmospheric tests in the south Pacific. Un S???ingshen Committee on Ca??? Committee ??? on into from ???cleal soaks.

Mr. President: True to the principles and purposes of the Charter, and in keeping with the evolution of the international situation, Peru considered it its duty to strengthen and universalize peace and security through effective and realistic inter-american co-operation reflecting the process of detente among the Great Powers.

In the American region the Organization of American States supplied the purely formal framework for political, ideological, economic and cultural institutions of intra-continental co-operation and solidarity. Although its Charter prescribed the principles and norms for international conduct in the Hemisphere, we cannot overlook the fact that behind these stood countries possessing different economic and social structures and at different stages of development. On the one hand there was a world super-power with its opulent market economy in full spate, and on the other countries with inchoate, developing societies that were economically dependent. The right of the developing nations to nationalise their natural resources and to adapt the payment of compensation for them to their own domestic systems has been supported by the Heads of State and Government in Algiers. Furthermore, exploitation and direct merchandising as well as the support for, and creation of associations of raw material producing countries are effective means by which to strengthen our negotiating powers and obtain mutually advantageous terms of trade both for producers and for consumers. This will also strengthen our development. the non-aligned nations agreed to the convening in the near future of a Conference of developing nations to co-ordinate a global strategy on raw materials in the light of the critical situation that may develop due to the unreasonable exploitation of our resources and unjust price policies.
