    Dr. Mohammed El-Zayyat, President Nasser's United Nations envoy, returned to New York on Saturday (15 August) to take up his duties at the world body. The ambassador, who arrived from Rome having left Cairo earlier in the week, reportedly has orders to enter indirect peace negotiations with Israel under United Nations auspices. At New York's Kennedy Airport, however, Dr. El-Zayyat declined to answer reporters' questions and said only that he would meet Secretary-General U Thant and his representatives.

    Dr. El-Zayyat arrived at the airport with his wife. As he entered the terminal, one by-stander shouted "Long Live Israel".

    The Egyptian representative is expected to see Dr. Gunnar Jarring, the United Nations Middle East peace envoy, at his office on Monday (17 August).

    United Nations sources have reportedly said arguments about the level of representation at the negotiations will take several more days to resolve. Charges and counter-charges about violations of the Middle East ceasefire have cast a shadow over the talks, it is reported, bit are not a major factor in the opening discussions.

    Israel has claimed that more Soviet-built surface-to-air missiles have been moved up into the ceasefire zone along the Suez Canal. In Washington D.C., the United States Government appeared reluctant to accept Israel's charges that the Soviet Union and Egypt have violated the ceasefire.

    Dr. El-Zayyat reportedly has been delegated to represent Egypt at the projected indirect peace talks with Jordan and Israel. While in Egypt, he is reported to have been briefed by President Nasser and Foreign Minister Mahmoud Riad.
