    MR ROBERT MCNAMARA, THE UNITED STATES DEFENCE SECRETARY, ARRIVED IN SAIGON YESTERDAY (FRIDAY) FOR TOP-LEVEL TALKS ON THE PROGRESS OF THE WAR AND THE POSSIBILITY OF INCREASING AMERICAN FORCES IN SOUTH VIETNAM.

    WITH MR MCNAMARA WERE THE UNDERSECRETARY OF STATE MR KATZENBACH AND THE CHAIRMAN OF THE JOINT CHIEFS OF STAFF GENERAL WHEELER, THEY WERE MET AT THE AIRPORT BY THE SOUTH VIETNAMESE MINISTER OF DEFENCE GENERAL CAO VAN VIEN, THE UNITED STATES AMBASSADOR TO SOUTH VIETNAM MR ELLSWORTH BUNKER AND THE AMERICAN MILITARY COMMANDER THERE, GENERAL WESTMORELAND.

    THE PARTY LEFT IMMEDIATELY FOR THE FIRST ROUND OF TALKS AT U.S. ARMY HEADQUARTERS. BUT MR MCNAMARA SPOKE BRIEFLY TO REPORTERS, SAYING THAT DURING HIS FIVE-DAY VISIT HE WOULD EXAMINE TROOP REQUIRMENTS.

    THE UNITED STATES HAS A TOTAL OF 464,000 TROOPS IN SOUTH VIETNAM AND ANOTHER 10,000 ARE DUE IN THE NEXT FEW WEEKS. AT THEIR FIRST MEETING GENERAL WESTMORELAND TOLD MR MCNAMARA THAT INCREASED PRESSURE SHOULD BE EXTERTED ON NORTH VIETNAMESE AND VIET CONG TROOPS BY, AS HE PUT IT, "REINFORCING OUR MOUNTING SUCCESSES".

    AT FURTHER DISCUSSIONS TODAY (SATURDAY), MR MCNAMARA STRESSED WHAT HE CALLED "THE ABSOLUTE NECESSITY FOR EFFECTIVE USE OF ALL AVAILABLE MANPOWER" ALREADY IN VIETNAM, A U.S. SPOKESMAN SAID.
