    Background: BRITAIN'S LABOUR GOVERNMENT HAS MADE IT CLEAR THAT SOME DEFENCE SPENDING WILL HAVE TO BE CUT IF THE NATION'S ANNUAL DEFENCE BILL IS TO BE REDUCED TO A PLANNED CEILINGS OF GBP2,000 MILLION 1970. A WHITE PAPER ON DEFENCE, TO BE ISSUED LATE IN FEBRUARY, IS EXPECTED TO INDICATE SOME EVENTUAL REDUCTION IN BRITISH MILITARY COMMITMENTS EAST OF SUEZ.

    MR DENIS HEALEY, THE DEFENCE MINISTER, WAS FLOWN TO WASHINGTON THIS WEEK FOR TALKS AIMED AT CLOSER FAR EAST DEFENCE LINKS BETWEEN BRITAIN, AMERICA, AUSTRALIA AND NEW ZEALAND AFTER THESE DISCUSSIONS MR HEALEY WILL FLY ACROSS THE PACIFIC TO MEET AUSTRALIAN AND NEW ZEALAND MINISTER IN CANBERRA FROM JANUARY 31ST TO FEBRUARY 2ND. HE WILL THEN FLY ON TO MALAYSIA AND SINGAPORE FOR FURTHER MINISTERIAL TALKS.

    BRITAIN'S MILITARY OPERATIONS IN SOUTH EAST ASIA ARE BASED ON SINGAPORE. THE 51,000 SERVICEMEN INVOLVED IN THE DEFENCE OF SINGAPORE AND MALAYSIA COST SOME GBP255 MILLION A YEAR.

    MR LEE KUAN YEW, THE PRIME MINISTER OF SINGAPORE, SAID THIS MONTH HE WOULD HATE TO CHANGE THE ISLAND'S DEFENCE PARTNERSHIP WITH BRITAIN. IT WAS NOT AN EASY THING TO HAVE OTHER PEOPLE'S ARMED FORCES AND BASES IN HIS COUNTRY, HE SAID, BUT SINGAPORE HAD GOT ON "REASONABLY WELL" WITH BRITAIN.

    SINGAPORE BROKE AWAY FROM THE MALAYSIAN FEDERATION IN AUGUST, 1965, AND BECAME A FULLY INDEPENDENT SOVEREIGN STATE.
