    Background: More Russian Jews recently passed through Vienna on their way to Israel. They arrive by plane, and by train. According to them, the controversial "education tax" is no longer being applied. This tax was introduced by the Soviet Union authorities in order to partly reimburse the state for the loss of highly educated emigrants.

    Although many Jews are leaving the Soviet Union to seek a home in Israel, others are returning. On Sunday (29th.) 18 Soviet Jews left Vienna to return to the Soviet Union. Some ha waited nearly two years for re-entry papers. About 100 Soviet Jewish returnees are still in Vienna waiting for permission to return home.

    Many of those Jews who arrive in Vienna on their way to Israel come by train. Trains arrive twice a day, one from Moscow and one from the Ukraine. At Vienna's East Station news of the education tax suspension was widespread among the new arrivals.

    Jews wishing to leave still encounter administrative difficulties. They have to pay a fee of 1,200 dollars (GBP500 sterling) for exit papers. It's not certain how many Jews wish to leave the Soviet Union and who are prevented from doing so. Most of the new arrivals in Vienna agree that things are becoming easier for those wishing to leave.

    SYNOPSIS: Last weak, Soviet planes arrived in Vienna carrying more Jews emigrating from the Soviet Union. Most are on their way to Israel.

    According to the new arrivals the controversial "education tax" on emigrants is no longer being applied in the Soviet Union. The "Education tax" was introduced to help reimburse the state for the loss of highly-educated emigrants, and until quite recently, the emigrants had to pay the tax in full before being allowed out of the Soviet Union.

    Many of the Jews leaving the Soviet Union on their way to mae a home in Israel, arrive by train. For them, the first sight of the west was Austria from a train window. The Jews carry their personal belongings with them on the journey.

    The trains arrive in Vienna twice a day -- one from Moscow and one from the Ukraine.

    Emigrants, wishing to leave the Soviet Union, still encounter administrative difficulties. They must pay a fee of twelve hundred dollars for exit papers. However, most of the new arrivals in Vienna agreed that things are becoming easier for those wishing to leave.

    It's not certain how many jews` wish to leave, nor is it known how many are prevented from doing so. However, it is known how many wish to return. On Sunday eighteen soviet` Jews, who emigrated to israel, returned to the Soviet Union. Another hundred are still in Vienna waiting for permission to return. They have sent personal appeals for help to Soviet leaders. Jews emigrating to israel must surrender their Soviet citizenship before leaving.
