TRANSCRIPT: "The Soviet Union should not assume that it has the option, either directly or indirectly, to influence events contrary to the right of the Portuguese people to determine their own future. The involvement of external powers for this purpose, in a country which is an old friend and ally of ours, is inconsistent with any principles of European security. The United States welcomed the Portuguese revolution. We and our allies have supported its aims diplomatically and materially. We sympathise with those moderate elements which seek to build Portugal by democratic means. We will oppose, and speak out against the efforts of a minority that appears to be subverting the revolution for its own purposes."

"Let us face the facts that many of our difficulties abroad are of our own making. If we are to be Vigilant against communist encroachment, we must stop dismantling or demoralising our intelligence services."

"In short, America cannot be a strong abroad unless it is strong at home."
