    Third-ranking Frelimo guerrilla leader Joachim Chissano made clear on Tuesday (17 September) at a Press conference in Mozambique's capital, Lourenco Marques, that the country's transitional government will initially tread cautiously in relations with South Africa and Rhodesia.

    Mr. Chissano, who arrived in Lourenco Marques on Monday (16 September), has been widely-tipped for Prime Minister in the Frelimo-dominated transitional government to be formed soon to lead the Portuguese territory to full independence.

    He told the assembled newsmen -- the first Frelimo meeting with the press in Mozambique -- that the Mozambique Liberation Fornt (Frelimo's official title), which waged a 10-year guerrilla war to end four centuries of colonial rule, has a policy on non-interference in the affairs of other countries.

    Mr. Chissano's low-key statement followed intense speculation in South Africa and Rhodesia that a predominantly-lack Mozambique government might adopt a hostile attitude to these countries.
