    Background: The resident United States peace negotiator on Vietnam in Paris, Mr William Porter, joined secret meetings between U.S. presidential advisor Henry Kissinger and North Vietnamese special negotiator Le Duc Tho for the first time on Monday (December 11) -- the day the two sides were reported to have made a major breakthrough towards a Vietnam ceasefire agreement.

    Neither side disclosed details, but both expressed confidence that major progress had been amds.

    SYNOPSIS: The reported breakthrough in the Vietnam peace talks in Paris came the same day that William Porter, the resident Untied states negotiator there, joined for the first time the secret meetings between U.S. presidential advisor Henry Kissinger and North Vietnamese special negotiator Le Duc Tho. Mr Porter was also present at another secret meeting the following day, on Tuesday, which was reported to be the last session before a possible Vietnam ceasefire before Christmas.

    Mr Porter's counterpart, resident North Vietnamese negotiator Xuan Thuy, was also at Tuesday's reportedly decisive meeting. The two sides, who both afterwards publicly expressed confidence that major progress had been made, were reported to be working on the final draft of a ceasefire agreement. The session was the seventh in the current round - the longest since Dr Kissinger and Le Du Tho first met in 1969.
