Background: Hanoi has banned all rallies and public celebrations to commemorate the 27th anniversary of the foundation of Vietnam because of intensified U.S. bombing in North Vietnam.

National Foundation Day, celebrated each year on September 2nd, is normally a big festival occasion for Hanoi. But with U.S. jets flying up to four daytime missions every day of the week, the authorities considered the risk of increased civilian casualties too high this year.

The population of Hanoi is currently down to around 600,000, with nearly 500,000 women, children and old people evacuated to safer places north and west of the city since American bombing of North Vietnam resumed in April.

For these who remain, day-to-day living in Hanoi is frustrating as air raid warnings send civilians scattering to seek protective foxholes.

Meanwhile, as the raids continue Hanoi is claiming an increasingly high list of 'kills' with the city's defence system of Soviet-build SAM ground-to-air missiles.
