    JOSEF TEKOAH: "Israeli will continue to hold the Lebanese Government responsible for any armed attacks organised in (or perpetrated from) Lebanon."



    PRESIDENT: "Those against, Abstentions. The result of the voting is as follows: Thirteen in favour, none against. No abstentions. Two delegation did not participate in the vote. Accordingly, the first resolution is adopted."

    Background: The Israeli delegation to the United Nations Security Council walked out on Wednesday night (24 April) in protest against what it termed the Councils intention to commit "a travesty of justice" by condemning the Israeli attack on Lebanon on 12 April without giving equal mention to the preceding Arab guerilla raid on Kiryat Shmoneh in which 18 Israelis were killed.

    The motion the Security Council passed condemned the Israeli reprisal raid against six Lebanese villages and also condemned: "All acts of violence, especially those which result in the tragic loss of innocent life."
    The resolution was adopted by 13 votes to none with Iraq and The People's Republic of China declining to take part in the vote. Israel, meantime was ending memorial day in tribute to its dead of five wars and beginning the celebrations marking the 26th anniversary of its foundation.

    A proposed U.S. amendment -- to include reference to Kiryat Shmoneh -- was defeated by seven votes to six with two abstentions.

    Ambassador Tekoah, before he led his delegation out of the chamber, asked: "Is the shedding of Jewish blood to be again passed over in silence? Are the innocent victims of Kiryat Shmoneh nameless. Is the identity of their murderers to be concealed?"
