Background: Ministers responsible for manpower and social fairs in OECD Member countries are to meet at the Organisation's headquarters in Paris on 4th and 5th March 1976.
This first meeting at Ministerial level of OECD's Manpower and Social Affairs Committee will be chaired by M. Michel Durafour, Minister of Labour of France. The three vice-chairmen will be the Hon. Robert K. Andras, P.C.,M.P., Minister of Manpower and Immigration, Canada; Mr. Constantinos Laskaris, Minister of Labour, Greece; and Mr. Ingemund Bengtsson Minister of Labour, Sweden.
The discussions will focus on the current critical employment situation in the OECD area and on longer-term employment prospects as OECD countries emerge from the present recession. Ministers are likely to discuss in particular: measures to stimulate and create employment; equal employment opportunities for the disadvantaged; migration and manpower mobility within OECD countries; and measures to accompany income maintenance which will assist those out of work to re-enter the labour market.
Ministers are expected to conclude their two-day session by agreeing on a Recommendation a general employment and manpower policy based on the objective of full employment. M. Durafour will comment on the results of the meeting in a press conference on Friday, 5th March, at a time to be announced later.
