    THE CABINET DISCUSSION FOLLOWED CLAIMS BY AN ARAB GUERRILLA ORGANISATION IN AMMAN - LATER DENIED - THAT IT WAS RESPONSIBLE FOR THE EXPLOSION WHICH DESTROYED THE AIRCRAFT.

    AFTER THE MEETING A GOVERNMENT SPOKESMAN SAID THAT PRIME MINISTER GOLDA MEIR WILL CALL IN THE AMBASSADORS OF THE TEN COUNTRIES WHICH HAVE AIR LINKS WITH ISRAEL - AUSTRIA, BRITAIN, BELGIUM, CYPRUS, GREECE, ITALY, THE NETHERLANDS, SWITZERLAND, TURKEY AND THE UNITED STATES. HE ADDED THAT OTHER DIPLOMATIC ACTION WOULD ALSO FOLLOW.

    MRS MEIR APPEALED TO GOVERNMENTS, INTERNATIONAL BODIES AND AIRLINES TO TAKE WHAT SHE CALLED "THE MOST SEVERE STEPS TO HALT ARAB TERRORISM FROM RAGING ACROSS THE WORLD".

    MRS MEIR IS REPORTED TO HAVE TOLD THE CABINET THAT ARAB TERRORISTS "HAVE PUT THEMSELVES OUTSIDE THE LAWS AND MORALITY OF HUMAN SOCIETY".

    AFTER MEETING THE FOREIGN DIPLOMATS ON MONDAY (23 FEBRUARY) MRS MEIR WILL ADDRESS THE KNESSET (PARLIAMENT) AND A DEBATE IS EXPECTED TO FOLLOW.
