SYNOPSIS: Here, at the Elysee Palace in Paris on Thursday, the President of the Ivory Coast, M. Felix Houphouet-Boigny, met French President Pompidou for talks. The luncheon meeting took place while the Ivorian President was on a brief private visit to the French capital before returning to Switzerland where he's been staying since early February. Reporters asked M. Houphouet-Boigny what the talks between the two leaders had been about. He told them that the talks were very friendly and were based upon the trust that exists between the two countries. They were also based, he told them, upon the true and profound friendship that exists between France and the Ivory Coast.

Later, the Ivorian President told reporter that he was more than ever convinced of the need for a dialogue with South Africa. He said that following Mr. Nixon's visit to the People's Republic of China, following difficulties in the restoration of peace in the Middle East and Vietnam, and following the United Nations Secretary-General's meetings with Mr. Vorster, he was convinced of the need for dialogue. He said it wasn't only a need, but a must. Talking about home, M. Houphouet-Boigny told reporters that he had been forced to take austerity measures in the Ivory Coast because of a disastrous slump in cocoa prices -- one of his country's main export assets.
