    A SOVIET TRADE DELEGATION IS IN WASHINGTON ON A WHEAT-BUYING MISSION. THEY ARE DISCUSSING WITH U.S. OFFICIALS THE POSSIBILITY OF BUYING 250 MILLION DOLLARS' WORTH OF GRAIN.

    ON WEDNESDAY, THE SOVIET DELEGATION - HEADED BY DEPUTY FOREIGN TRADE MINISTER SERGEI BORISOV - MET AT THE STATE DEPARTMENT FOR A LUNCHEON AND LENGTHY TALKS. PRESENT WERE SOVIET AMBASSADOR ANATOLY DOBRYNIN, U.S. AGRICULTURE SECRETARY ORVILLE FREEMAN, U.S. COMMERCE SECRETARY LUTHER HODGES, AND U.S. UNDER-SECRETARY OF STATE GEORGE BALL.

    MOST OF THE 2 1/2 HOUR SESSION WAS TAKEN UP WITH EXPLANATIONS OF THE U.S. PRIVATE TRADING SYSTEM (THE WHEAT WOULD BE SOLD PRIVATELY), WHICH CONTRASTS WITH THE GOVERNMENT-TO-GOVERNMENT TRADING ARRANGEMENTS FAMILIAR TO THE SOVIETS.

    OFFICIALS EXPECT THE SALE OF THE URGENTLY-NEEDED WHEAT TO BE NEGOTIATED WITHIN A FEW DAYS. BUT THERE IS ONE BIG OBSTACLES: THE HIGH FREIGHT RATES CHARGED BY U.S. SHIPOWNERS. THE WHITE HOUSE IS EXPECTED TO DRAW UP A COMPROMISE PLAN TO OVERCOME THIS HURDLE.

    PRESIDENT KENNEDY HAS ALREADY GIVEN ADVANCE APPROVAL OF THE GRAIN SALES, WHICH INCLUDE ONE WORTH NEARLY TWO MILLION DOLLARS NEGOTIATED TO HUNGARY THIS WEEK.
