    THE UNITED NATIONS SECURITY COUNCIL TODAY (MONDAY) TOOK A TOUGHER LINE ON THE WAR BETWEEN INDIA AND PAKISTAN. THE COUNCIL DEMANDED THAT BOTH SIDES STOP FIGHTING BY 0700 GREENWICH MEAN TIME ON WEDNESDAY (SEPTEMBER 22.)
    THIS IS ONLY THE SECOND TIME IN ITS 20-YEAR HISTORY THAT THE WORLD ORGANISATION HAS MADE SUCH A DEMAND. THE FIRST TIME WAS DURING THE ARAB-ISRAELI WAR OF 1948.

    TODAY'S MOVE BY THE COUNCIL, AFTER MORE THAN 14 HOURS OF DISCUSSIONS, CAME AS INDIA AND PAKISTAN CONSIDERED A MEDIATION OFFER BY RUSSIA FOR PEACE TALKS IN MOSCOW. BUT AS THE DIPLOMATIC OFFENSIVE TO END THE FIGHTING ENTERED A NEW PHASE, CHINA ALLEGED ANOTHER VIOLATION OF THE FRONTIER BETWEEN THE TWO COUNTRIES.

    THE ULTIMATUM BY THE CHINESE PEOPLE'S REPUBLIC TO INDIA WAS ONE OF THE TOPICS DISCUSSED BY MR HAROLD WILSON, BRITAIN'S PRIME MINISTER, DURING A TRANS-ATLANTIC PRESS CONFERENCE LAST NIGHT VIA THE EARLY BIRD SATELLITE.

    THE FIRST QUESTION POSED TO HIM WAS WHETHER HE THOUGHT THE CHINESE ULTIMATUM WAS SERIOUS.
