    Background: India's Prime Minister, Mrs. Indira Gandhi remains non-committal about pressure from some of her supporters to switch to a presidential government. The supporters feel Mrs. Gandhi's options are restricted under the parliamentary system, but her opponents interpret the possibility as a sinister move towards authoritarianism. The pressures of government were not apparent when Mrs. Gandhi obliged cameramen for a "photocall" in the garden of her New Delhi house on Saturday (8 November).

    SYNOPSIS: Publicly, Mrs. Gandhi has been sceptical about any major governmental change. But she also has said that India's 30-year-old constitution should not merely reinforce the status quo. Mrs. Gandhi, who swept back to power in January has firmly defended her administration and insists that despite the peaks and troughs of the past ten months, she remains firmly in control. She says her government has a very clear sense of direction and dismisses charges of tardiness and mediocrity as mischievous. This photographic session, despite her stated dislike of such formal posing, served a double purpose for Mrs. Gandhi. She seems determined to demonstrate that, contrary to rumour she is in good health. And at the same time, it's plain Mrs. Gandhi wants to show that the trauma of her son, Sanjay's death earlier this year is being surmounted. Politically, Mrs. Gandhi is consolidating her two third majority in the Lower House, and consistently defends her rule as being "best for India". The dilemma is that while her government is not universally esteemed, her personal popularity rarely has been stronger.
