    NICK NOWICKI, OF KENYA, DRIVING A PEUGEOT 404, WAS NAMED THE PROVISIONAL OUTRIGHT WINNER OF THE GRUELLING EAST AFRICAN SAFARI RALLY WHICH ENDED IN NAIROBI YESTERDAY AFTERNOON (MONDAY). HE DROVE 3,075 MILES (5,011 KMS) OVER SOME OF THE TOUGHEST COUNTRY IN THE WORLD. ONLY SEVEN OF THE 84 STARTERS FINISHED -- ALL KENYANS, EXCEPT BILL BENGRY, OF BRITAIN, DRIVING A ROVER P-5, WHO WAS PROVISIONALLY PLACED SEVENTH.

    NOWICKI LOST ONLY 185 POINTS -- ONE POINT WAS DEDUCTED FOR EACH MINUTE LATE. HE WAS FOLLOWED BY PETER HUGHES (264 POINTS) IN A FORD ANGLIA 1200, BILL CARDWELL (267) IN A MERCEDES 220-SEB, AND BROTHERS JOGINDER AND JASWANT SINGH (290 POINTS) IN A FIAT 2300.

    NOWICKI HAS WON HIS CLASS THREE TIMES IN PEUGEOTS AND WAS SECOND IN THE OVERALL CLASSIFICATION LAST YEAR. HUGHES HAS WON HIS CLASS FOUR TIMES SINCE 1956 IN ANGLIAS.

    NO CARS FINISHED IN THREE OF THE SEVEN CLASSES AND NO CARS IN THE TWO CLASSES BELOW 1,000 C.C. THE RALLY BEGAN FROM NAIROBI LAST THURSDAY WITH THE NORTHERN LEG TO KAMPALA, UGANDA. THEN THE CARS RETURNED TO NAIROBI BEFORE STARTING THE SOUTHERN LEG THROUGH DAR-ES-SALAAM, TANGANYIKA, AND MOMBASA AND BACK TO NAIROBI FOR THE FINISH.

    HEAVY RAIN CAUSED THE KAMPALA-NAIROBI LEG TO BE SHORTENED TO CUT OUT 90 HAIRPIN BENDS NEAR SNOW-CAPPED MOUNT KENYA. ONE BY ONE THE CARS DROPPED OUT OF THE RALLY THROUGH CRASHES, MECHANICAL TROUBLE OR DISQUALIFICATION FOR BEING OVERDUE.
