    Both Venezuela and Bolivia accused Cuba of directing and supporting guerrilla movements in their countries Friday (22 Sept) at the opening meeting of foreign ministers of the Organization of American States in Washington, D.C. Bolivia showed photographic slides and other evidence designed to prove that Ernesto "Che" Guevera, a Cuban revolutionary leader, has been leading guerillas in Bolivia.
    Bolivian Foreign Minister Walter Guevera Arze flashed upon a screen in the meeting hall nearly 100 slides showing a man he said was "Che" Guevera with Bolivian guerillas in the jungles of south-eastern Bolivia. The foreign minister then proposed that the O.A.S. should decide upon a punishment for foreigners who enter a country to fomment revolution.
    Venezuela called the meeting to accuse the Cuban regime of Fidel Castro of supporting subversion and terrorism within its national boundaries. The Venezuelan foreign minister, Ignacio Iribarren Borges made his accusations briefly at the beginning of the meeting, but it was Mr. Arze who drew most attention with his evidence that Mr. Guevara was alive in Bolivia. The Bolivia foreign minister claimed that Mr. Guevara entered Bolivia with a false Uruguayan passport, disguised as a balding, paunchy, middle-aged man.
