    Background: During his visit to West Berlin towards the close of the election campaign for a new City Council and new district councils, the ??? German Federal Chancellor, Dr. Adenauer addressed meetings on behalf of his Party, the Christian Democrats.

    He was afterwards criticised by the Social Democrats (who constituted, in coalition with the Christian Democrats, the outgoing City Government), who alleged that he had not fully observed the "gentlemen's agreement" by which the two Parties agreed not to attack each other too vigorously during the election campaign, The Social Democrats were particularly indignant because Dr. Adenauer had cancelled, "by mutual agreement" but at his request, a meeting he was to have had with Horr illi Brandt, Social Democrat leader and chief burgomaster of Berlin.

    Voting in the elections took place on Sunday, 7th December. Dr. Adenauer returned to Bonn on the previous day, 6th December.
