    THE PRESIDENT OF THE INTERNATIONAL OLYMPIC COMMITTEE, MR. AVERY BRUNDAGE, SAID IN LAUSANNE TODAY (THURSDAY) THAT FEAR FOR THE SAFETY OF SOUTH AFRICAN ATHLETES WAS THE MAIN REASON FOR THE RECOMMENDATION THAT THEY SHOULD NOT PARTICIPATE IN THE MEXICO GAMES THIS YEAR.

    MR. BRUNDAGE SAID HIS EXECUTIVE COULD AGREE ON ONLY ONE POINT AT ITS MEETING HERE LAST SUNDAY WHEN IT ADVISED THAT SOUTH AFRICA BE EXCLUDED FROM THE COMPETITION. THAT WAS THAT THERE WAS A DANGER FOR THE SOUTH AFRICAN TEAM IF IT APPEARED IN MEXICO.

    THE INTERNATIONAL OLYMPIC COMMITTEE ANNOUNCED YESTERDAY (WEDNESDAY) THAT SOUTH AFRICA WOULD BE EXCLUDED. ALTHOUGH VOTING WAS NOT CONCLUDED, 41 MEMBERS BY TODAY HAD VOTED AGAINST SOUTH AFRICAN ADMISSION AND 13 IN FAVOUR. A MAJORITY OF 36 VOTES IS REQUIRED TO EFFECT THE RECOMMENDATION.
