    IN THE PAST FEW DAYS DELEGATES OF THE MEMBER COUNTRIES HAVE BEEN MEETING TO PREPARE QUESTIONS FOR SATURDAY'S CONFERENCE. IT IS BELIEVED THAT SUBVERSION IN AFRICAN STATES, FUTURE LINKS WITH THE OAU, AND FRONTIER DISPUTES HAVE BEEN UNDER DISCUSSION. IT IS ALSO THOUGHT THAT A NUMBER OF ECONOMIC QUESTIONS WERE BROUGHT UP DEALING WITH THE UNION'S POSITION TOWARDS THE EUROPEAN COMMON MARKET AND THE GENEVA WORLD TRADE CONFERENCE.

    SPECIAL PRECAUTIONS HAVE BEEN TAKEN FOR THE PREPARATORY MEETINGS AND THESE WILL BE CONTINUED WHEN THE HEADS OF STATE MEET ON SATURDAY. ONLY THE OPENING AND CLOSING SESSIONS OF THE CONFERENCE WILL BE OPEN TO THE PUBLIC.

    (THE MEETINGS OF THE UAM FOLLOW CLOSELY SIMILAR DISCUSSIONS AMONG OAU COUNTRIES. A LENGTHY SERIES OF TALKS ENDED ON MONDAY AT LAGOS, NIGERIA. THE MAIN TOPICS THERE DEALT WITH BORDE TROUBLES ON THE ETHIOPIA-SOMALIA BORDER. THE CONFERENCE WAS ALSO NOTABLE FOR A NUMBER OF BITTER ATTACKS AGAINST APARTHEID. A RESOLUTION PASSED SAID THAT ALL OAU STATES SHOULD "TAKE THE NECESSARY STEPS TO REFUSE ANY AEROPLANE OR SHIP, GOING TO OR COMING FROM SOUTH AFRICA, THE RIGHT TO FLY OVER TERRITORIES OF MEMBER STATES OR TO UTILISE THEIR PORTS OR OTHER FACILITIES.")
