Background: The United States delegation to the International Red Cross conference today won its point over the representation of Formosa by 62 votes to 44 in a secret ballot.
As the voting was announced the leader of the Chinese delegation. Ambassador Pan Rzu Li rose in protest to speak and announced his intention of walking out.
Rajkumari Amrit Kaur, the chairman, who yesterday said India could not cooperate with the conference if the Formosan delegates were seated as representing the Republic of China, left the conference hall, saying it was a grave discourtesy to the host country.
After the Chinese delegates had withdrawn the Russians, having failed to get the conference wound up at once, also walked out. So did the delegations from Byelo-Russia, Ukraine, Czechoslovakia, Rumania, Bulgaria, Hungary, Poland, Egypt, Syria, Yugoslavia, and Indonesia.
The official Indian delegation stayed, though it disagreed with the resolution and the way it had been pressed.
