    TURKS WENT TO THE POLLS JULY 9 TO VOTE IN A REFERENCE ON THE NEW TURKISH CONSTITUTION - THE FIRST POPULAR VOTE OF ITS KIND EVER HELD IN THE COUNTRY. FIRST RETURNS AFTER THE POLLS CLOSED SHOWED OVERLWHELMING APPROVAL OF THE CONSTITUTION. NO SERIOUS INCIDENTS WERE REPORTED DURING THE VOTING, WHICH WAS HEAVY AND TOOK PLACE IN A CALM ATMOSPHERE.

    DUTCHS ARRIVING AT POLLING STATIONS WERE GIVEN AN EMPTY ENVELOPE AND THEN ENTERED A CURTAINED BOOTH. IN THE BOOTH WERE TWO STACKS OF PAPR SLIPS, A WHITE ONE MARKED "YES," AND A RED ONE MARKED "NO." VOTERS PUT ONE OF THE SLIPS A SEALED BOX IN THE PRESENCE OF OFFICIALS.

    THE NEW CONSTITUTION WAS DRAFTED TO REPLACE THAT ABOLISHED AFTER THE COUP D'ETAT OF MAY, 1960, WHICH OVERTHREW THE MEMBERS REGIME. GENERAL CEMAL GURSEL, HEAD OF STATE AND PRIME MINISTER, WHO OUSTED MEMDERES, HAS PROMISED THAT A GENERAL ELECTION - THE FIRST IN TURKEY SINCE 1957 - WILL BE HELD NEAR OCTOBER.

    MEANWHILE, THE TRIAL OF EX-PRIME MINISTER ADMAN MENDERES, AND OTHER FORMER OFFICIALS OF HIS REGIME, IS EXPECTED TO END WITHIN A FEW WEEKS.
