    The fourth Non-Aligned nations' summit conference, which was opened in Algiers on Wednesday (5 September) by President Houari Boumsdienne has so far devoted much of its time to Middle-East Affairs.

    President Boumedianns, opening the conference, said that an "imperialist" military intervention against oil producing regions would be imminent. No there reports have yet supported his claim.

    Later that evening, United Nations General Secretary Dr. Kurt Waldheim, also brought up the problems of the Middle East. He told the conference, the biggest ever international gathering after the United Nations, that the leaders of Israel and the Arab States still wanted peace in the area.

    Dr. Waldheim has just had talks with leaders in Syria, Lebanon, Israel, Egypt and Jordan, and he said the problem was that they all had different ideas on the nature of a peace agreement.

    But, he added, his talks were useful and had furnished a new basis for an examination of the current Middle East situation. The text of an extract form Dr. Waldheim's speech to the conference is given below:

    The Palestinian leader launched a forceful attack on Israel which he said was consolidated by world imperialism led by the United States. He added that revolutionaries were sure that Arab land would only return through armed struggle.

    Colonel Gaddafi told the assembled Heads of State that he didn't believe that any of their "beautiful human intentions" would ever see the light.

    He attacked both imperialism and communism and said that he did not even expect the summit decisions on economic affairs to be implemented let alone the idea of a unified political stand at the United Nations which he called "a dream."
    He asked all the non-aligned states to break off relations with Israel, just as Libya had broken off relations with Sought Africa, Rhodesia and Portugal in the interests of Africans.
