    Liberia's President William Tolbert attended the conference of an honorary degree of the University of Liberia on the Executive Secretary of the United Nations Economic Commission for Africa, Dr Robert K.A. Gardener.

    The special ceremony took place on Tuesday (12 December) in the university auditorium.

    Dr Gardener is a former lecturer at the University of Ibadan and Fourth Bay College in Sierra Leone. He was conferred with the degree of Doctor of Civil Laws, in the field of international economics, by the President of the University, Dr Advertus Hoff.

    Addressing the packed auditorium, Dr Gardener said getting rid of foreign traders and migrant workers was not the best approach to material development.

    He said they created ideas of new needs and incentives to satisfy them. Nations were the poorer for isolating themselves.

    After the conferral of the degree, President Tolbert extended thanks and appreciation to dr Garner for addressing the under graduates, and hoped that every student would accept Dr Gardener's statements as food for thought.

    SYNOPSIS: At the University of Liberia, in Monrovia, President William Tolbert arrives for a special ceremony to be met by the University President, Doctor Advertus Hoff.

    The occasion was the commencement ceremony for undergraduates. Doctor Hoff addressed the audience, which included Government minsters and diplomats. He also took the opportunity of introducing special guest Doctor Robert K.A. Gardener, Executive Secretary of the United Nations Economic Commission for Africa.

    Doctor Gardener, a former lecturer at the University of Ibadan and Fourth Bay College in Sierra Leone, said getting rid of foreign traders and migrant workers was not the best approach to material development in a country. Foreign investment and migrant workers served as channels for the movement of skills, commodities and funds for development. He was conferred with an honorary degree of Doctor of Civil Laws in international economics, by Doctor Hoff.

    After the conferral, President Tolbert congratulated eighty-nine students of several colleges of the university who were presented by their college head for admission to relevant degrees in the University.
