    Background: The Labour party, led by 55-year-old Mr. Dom Mintoff, on Wednesday (June 16) snatched a one-seat victory in Malta's General Elections, ending nine years of Nationalist rule. As soon as the full results are announced under Malta's proportional representation system, the Governor-General, Sir Maurice Dorman, is expected to call on Mr. Mintoff to form a new government.

    The Labour party will have 28 seats in the House of Representatives to the 27 of the Nationalists, led by defeated Prime Minister George Borg Olivier.

    Mr. Mintoff has already announced that he intends to press for more cash from Britain in exchange for Malta's base facilities. Many Maltese fear there could be a break with the West--particularly with NATO--if Mr. Mintoff does not obtain the defence and financial agreement he wants to negotiate with Britain.

    Mr. Mintoff was Premier from 1955 to 1958 when Malta was still a British colony. He quit the post in a dispute with the British Government over financial aid and the extent of self rule.
