    Major oil-consuming-and-producing nations are meeting in Paris to discuss world energy problems. They are also preparing for a major international meeting this summer to discuss all aspects of world energy.

    The Paris meeting is being attended by seven oil-producer and developing countries and by the United States, Iran and the European Economic Community, representing the nine Common Market members.

    Although bilateral discussions on energy are going on between some of the conference participants, the main task has been to set down the guidelines and agenda for the summer's full conference.

    There has been some dissent among the participants on who should attend the full conference. But consensus seems to be emerging on 24 nations -- although algeria and some Third World allies favoured a slightly larger meeting with 30 taking part.

    The thorny matter of the agenda is also under discussion. The seven have given commodities, such as foodstuffs and raw materials, high priority. They insisted the conference should consider all problems facing developing nations.

    The seven -- Algeria, Saudi Arabia, Brazil, India, Iran, Venezuela and Zaire -- said the conference should protect the purchasing power of a developing country's export earnings.
