    SEVEN PRESIDENTS, TWO PRIME MINISTERS, TWO VICE-PRESIDENTS AND THREE FOREIGN MINISTERS ARRIVED IN ADDIS ABABA YESTERDAY (6 SEPTEMBER) TO PARTICIPATE IN THE SIXTH SUMMIT MEETING OF THE 41-NATION ORGANISATION FOR AFRICAN UNITY, WHICH WAS FORMALLY OPENED TODAY (7 SEPTEMBER) BY THE EMPEROR OF ETHIOPIA, HAILE SELASSIE I.

    EACH WAS GREETED ON ARRIVAL AT BOLE INTERNATIONAL AIRPORT BY THE EMPEROR OF ETHIOPIA, HAILE SELASSIE I, WHO HIMSELF IS HEADING HIS OWN COUNTRY'S 16-MAN DELEGATION TO THE CONFERENCE.

    THE SECRETARY-GENERAL OF THE UNITED NATIONS, U THANT, ARRIVED IN ADDIS ABABA TODAY AND ADDRESSED THE FIRST WORKING SESSION OF THE SUMMIT. HE WARNED AFRICAN LEADERS THAT ONLY AN END TO THE FIGHTING IN NIGERIA WOULD EASE THE PLIGHT OF THE WAR-STRICKEN POPULATION.

    THE 41 DELEGATIONS -- 16 OF THEM LED BY HEADS OF STATE OR GOVERNMENT, INCLUDING NIGERIAN FEDERAL LEADER MAJOR-GENERAL YAKUBU GOWON -- GET DOWN TO WORK IN PRIVATE SESSION AFTER THE WORKING SESSION. NIGERIA IS THE MAJOR ISSUE ON THE UNDISCLOSED DRAFT AGENDA, WHICH THE O.A.U. MINISTERIAL COUNCIL PREPARED IN THE COURSE OF ITS 11-DAY SESSION WHICH PRECEDED THE OPENING OF THE SUMMIT.

    IN HIS OPENING SPEECH, EMPEROR HAILE SELASSIE SAID: "WE MUST EXCHANGE VIEWS FRANKLY ON THE NIGERIAN CRISIS -- WITH THE DETERMINATION OF FINDING A SOLUTION SATISFACTORY TO ALL."
    MAJOR-GENERAL GOWON, IN HIS SPEECH, DEFENDED THE FEDERAL STAND, DECLARING THAT THERE COULD BE NO COMPROMISE OVER HIS COUNTRY'S TERRITORIAL INTEGRITY.

    THE BIAFRAN TEAM ATTENDING THE MEETING SAID THAT THEIR LEADER, GENERAL ODUMEGWU OJUKWU, WOULD BE UNABLE TO LEAVE HIS TERRITORY UNLESS THE O.A.U. COULD ARRANGE A TRUCE.
