Background: President Luis Echeverria called for better birth control in Latin America at the second regional population conference now meeting in Mexico City.
The Mexican President, the key speaker at the opening on Monday (3 March), urged delegates at the conference to work out plans for restraining population growth in their area.
But he cautioned them against allowing their nations to be turned into "human laboratories for experimentation". He did not elaborate on his warning.
The conference, attended by 17 countries and many observers from Western countries, is a follow-up to the World Population Conference in Bucharest, Rumania, last summer.
