    THE JAPANESE PRIME MINISTER, MR. EISAKU SATO, ARRIVED IN RANGOON ON WEDNESDAY, VISITING BURMA ON THE FIRST LEG OF A FIVE-NATION GOODWILL TOUR OF SOUTHEAST ASIA. THE FOLLOWING DAY HE AND GENERAL NE WIN, CHAIRMAN OF BURMA'S REVOLUTIONARY COUNCIL, MET FOR GENERAL DISCUSSION OF HOME AND WORLD AFFAIRS.

    THE PRIME MINISTER AND 24-MEMBER PARTY WERE GREETED BY A STRONG DELEGATION OF BURMESE DIGNITARIES, AND WITH CEREMONY REMINISCENT OF THAT ACCORDED TO GENERAL NE WIN ON HIS VISIT TO JAPAN LAST AUTUMN. IN AN AIRPORT STATEMENT, PRIME MINISTER SATO EXPRESSED HIS "DEEP SENSE OF JOY" IN VISITING BURMA, AND SAID HE LOOKED FORWARD TO EXCHANGING FRANK VIEWS ON THE DEVELOPING JAPAN-BURMA RELATIONS, AS WELL AS RECENT INTERNATIONAL AFFAIRS.

    OPPORTUNITY FOR THESE DISCUSSIONS CAME EARLY ON THURSDAY MORNING. AND HIGH ON THEIR AGENDA WAS THE VIETNAMESE SITUATION. A JOINT COMMUNIQUE OUTLINED THEIR AGREEMENT TO MAKE EFFECTIVE EFFORTS FOR PEACE IN VIETNAM.

    THE LEADERS ALSO URGED THAT DETAILED ATTENTION SHOULD BE GIVEN TO STRENGTHENING THE ECONOMY OF DEVELOPING COUNTRIES. ONCE THIS WAS ACCOMPLISHED, CONDITIONS FOR MAINTAINING INTERNATIONAL WORLD PEACE WOULD, THEY FELT, BE STRENGTHENED TOO.

    MR. SATO FLEW ON TO KUALA LUMPUR ON A SHORT MALAYSIAN VISIT THE FOLLOWING DAY.
