Background: The Greek Foreign minster Mr. George Mavros returned to Athens from the Cyprus Peace conference in Geneva on Wednesday (July 31) to be greeted by a crowd waving olive branches and chanting his name, White doves trailing Greece's national colours were released.

But in spite of the welcome few Greeks appear to regard the Geneva agreement as a greek victory. Mr. Mavrs himself set the tone of the occasion at a press conference soon after his arrival, when he admitted the great problems he had faced. He told newsmen: "I believe that never has a Foreign Minister been confronted with a more difficult task. My colleagues and I remained at the negotiating table for more than 20 hours at a time. We did not go to Geneva for diplomatic glory. We went there to prevent a deterioration of the situation."
Mr. Mavros denied that the Geneva agreement was a sellout by Greece of the Greek Cypriots and added." I exclude the possibility of partition of the island, or federation, or Enosis."
Few Greeks, especially those in the armed forces, welcome the continuing presence of Turkish troops in Cyprus. The Cyprus issue now moves to its second phase in which the two communities on the island will be represented at talks to decide on their future relationship with each other and with Greece and Turkey. The second round of talks in Geneva will open on August 8.
