HUSSEIN: "If Palestine is not represented adequately at any peace conference by the PLO, or if Israel refuses to attend because Palestinians because Palestine is thus represented, the conference will be meaningless charade of national postures, with noting possible of accomplishment. Despite the long history of this problem and its many dilemmas, peace is still attainable. And a formula for achieving it does exist. It can be reduced to four points. One, the Palestinian people should be enabled to exercise their inalienable national right of self-determination, including the right to establish an independent state in Palestine. Two, the right of Palestinian refugees to return to their homes, or be compensated for their lost property. three, the withdrawal of Israel from all Arab territory occupied since June of 1967. Four, appropriate arrangements guaranteeing the sovereignty, territorial integrity, and political independence, within secure and recognised boundaries, of all the states in the area. We have said repeatedly that Israel has a choice, territory or peace, she cannot have both. These resolution, on the one hand emphasise the need for Israel to withdraw from all territories occupied in June of 1967. The question might be asked in reverse, what size Israel must really (indistinct) Israel at the moment is in occupation of the whole of Palestine, of a large part of Egyptian territory and of the Golan Heights. (indistinct) recognised boundaries of Israel in the parts where the boundaries drawn by the United Nations when Israel was created and the partition planned. (indistinct) Israel occupied more territory and it is now in occupation of the whole of Palestine plus territories belonging to other Arab states. The basic formula is that Israel withdraw from all Arab territories occupied in June of 1967, the recognition of the legitimate rights of the Palestinian people, the rights of the PLO to represent them."
