    ITALY WON LITTLE INITIAL SUPPORT TODAY (TUESDAY) FOR PROPOSING THAT THE TREATY BANNING THE SPREAD OF NUCLEAR WEAPONS BE CONCLUDED WITHOUT A CLAUSE OF INSPECTION AND CONTROLS.

    THIS IS ONE OF THE MOST DIFFICULT CLAUSES IN THE JOINT DRAFT TREATY TABLED IN GENEVA OF FIVE DAYS AGO BY THE SOVIET UNION AND THE UNITED STATES BEFORE THE GENEVA DISARMAMENT NEGOTIATORS.

    THE NUCLEAR SUPER POWERS HAVE ASKED THE OTHER 15 MEMBERS OF THE DISARMAMENT CONFERENCE TO LEAVE THEM TO HAMMER OUT DETAILS OF THE SYSTEM OF INSPECTIONS AND CONTROLS WHICH WOULD SATISFY ALL SIDES.

    THE DRAFT LEFT THE VITAL SAFEGUARDS ARTICLE BLANK IN ANTICIPATION OF FURTHER NEGOTIATIONS AND ITALY'S PROPOSAL MET WITH UNFAVOURABLE RESPONSE TODAY.

    AN AMERICAN SPOKESMAN SAID CONGRESS WAS UNLIKELY TO APPROVE A TREATY WITHOUT ANY PROVISION FOR SAFEGUARDS AND IT IS BELIEVED THAT THE SOVIET UNION WOULD BE EQUALLY OPPOSED TO IT.

    MR FRED MULLEY, BRITISH MINISTER OF STATE IN CHARGE OF DISARMAMENT, SAID BRITAIN FAVOURED A CONTINUED EFFORT TO AGREE ON THE ARTICLE WHICH WAS VERY IMPORTANT.
