    A Commission of Inquiry has begun hearings in Kampala into the activities of the state-owned Uganda National Trading Corporation.

    The chairman of the commission is a Uganda High Court judge, Mr. Justice Phadke. His two colleagues are Mr. W. F. de Haast, a financial adviser to the Uganda Development Corporation Mr. Sam Ssebagereka, managing-director of MacKenze Technical Services Limited.

    The opening day of the commission were concerned with the evidence of two solicitors from London who are acting as counsel to the Commission. The two re Mr. Basil Greene and Mr. Christopher Barry.

    In his opening remarks, Mr. Greens said the National Trading Corporation was insolvent. He also warned that the story of the Corporation's descent into its present state of "chaos and disintegration" voule be a major public scandal in uganda.

    (There have been widespread allegations that a shortage of essential commodities in Uganda was caused when directors of the Corporation conspired to smuggle goods out of the country. There are reports that under the Obote regime leading government and corporation figures embezzled a large portion of the Corporation's funds.)
