    When Dr. Fazil Kutchuk, Turkish-Cypriot leader, arrived back in Nicosia, Feb 24, he was carried shoulder-high by cheering supporters. In Ataturk Square, main rallying place in the Turkish section of Nicosia, Dr. Kutchuk addressed a gathering of thousand people.

    He said that if Colonel Grivas - leader of EOKA - was given political office in the new Republic of Cyprus Turkish-Cypriots would regard such action as a breach of internal security; an amnesty for Grivas and other EOKA men would not cause objection.

    At a Press conference later Dr. Kutchuk said the Turkish-Cypriots would probably vote in any plebiscite for Commonwealth ties for Cyprus.

    BACKGROUND.

    A withdrawal of some British troops from Cyprus is expected in the next few months said British Defence Minister Duncan Sandys in Parliament, Feb 25. Of the 25,000 men now based on the island only 5,000 would remain when the new Republic of Cyprus is created in about a year's time.

    In the Greek Parliament Mr. Averoff, Foreign Minister, stated Feb 25, that EOKA had been represented at the recent London Conference on Cyprus and had approved the settlement.

    A financial scare has started in Cyprus and there is a flight of sterling from the island in view of the uncertainty of the future. In the past week about GBP1,000,000 has left Cyprus.
