    The leaders of Egypt, Libya, Sudan and Syria met for their delayed Arab summit meeting yesterday (Tuesday). Discussions centred on a projected new Arab federation between the four nations as well as latest developments in the Middle East crisis.

    SYNOPSIS: To Cairo's Sheraton Hotel came the leaders of Egypt, Libya, Sudan and Syria for their delayed summit meeting on Tuesday. President Sadat entered with Libya's President Gaddafi, whose failure to arrive on schedule held up the summit. Declared aim of the top-level talks was to prepare the way for a full federation of the four powers.

    President Hafez Al-Assad of Syria and Sudan's President Jaafar Nimeiry--here with Colonel Gaddafi--led their respective delegations to the talks. Besides the new moves towards unity, latest developments in the Middle East crisis were also under review, with Palestinian leader Yasser Arafat sitting in on the talks. As a result of the summit, observers expected Egypt, Libya and Syria to announce further moves towards federation, though Sudan will probably stay outside the alliance at the present time.
