IT WAS THE OTHER SIDE WHO TALKED THEMSELVES INTO A CORNER, WHO SAID THAT THEY WERE NOT PREPARED TO TALK TO US. THEY HAVE SUBSEQUENTLY HAD TO CHANGE THEIR MINDS. IT'S BEEN AN AWKWARD EXERCISE FOR THEM. THEY'VE DONE IT SLOWLY. FIRST OF ALL THEY WERE STILL NOT PREPARED TO TALK TO MYSELF AND MY GOVERNMENT, THEY WERE ONLY PREPARED TO TALK TO OUR OFFICIALS. WELL WE ACCEPTED THIS - NO CLIMB DOWN AS FAR AS WE WERE CONCERNED. BUT THERE'S BEEN A NEW CHANGE IN THE LAST WEEK WHEN INSTEAD OF SENDING OFFICIALS OUT HERE, MR. WILSON HAS SENT A POLITICAL MAN OUT HERE. BUT ALTHOUGH THEY ARE TRYING TO RESORT TO SUBTERFUGE, CAMOUFLAGE I SUPPOSE, IT CANNOT BE DENIED -- I THINK EVEN THE BRITISH WILL CONCEDE THIS TODAY -- THE MAIN PURPOSE OF THIS VISIT HAS BEEN TO HAVE DISCUSSIONS WITH OUR GOVERNMENT IN ORDER TO SEE IF IT IS POSSIBLE TO FIND AWAY PAST THE PRESENT PREDICAMENT."
