Background: The leader of a United Nations fact finding mission to southern Africa warned on Monday (3 May) that black African leaders were unanimous that intensified armed struggle was the only way to bring about majority rule in the region.

Speaking in Addis Ababa, capital of Ethiopia, Mr. Salim Ahmed Salim, Chairman of the U.N.'s Special Committee on Decolonisation, said that there was now no hope of achieving majority rule by negotiation.

Mr. Salim and his team had just finished a fact finding mission to Botswana, Mozambique, Tanzania and Zambia, during which they spoke with government leaders and members of several guerrilla movements.

Mr. Salim said his committee could not liberate anybody, but, they could help by tightening the expanding sanctions against the white minority government in Rhodesia.

Mr. Salim said it was no longer now a debate on whether Zimbabwe (Rhodesia) would be free but rather how much suffering would have to be endured before these countries became free.
