SYNOPSIS: Prime Minister Begin descended from the aircraft to a formal tarmac reception. Earlier in the day, he had stopped over briefly in London to brief British Prime Minister James Callaghan on the Camp David talks. But the real welcome came from the enthusiastic crowds at Ben Gurion Airport.

The it was out into the street where thousands of Israelis, who had arrived from all over the country in fleets of buses, were waiting to greet him. It was not adulation all the way. Some had come carrying black umbrellas, a symbol of capitulation recalling former British Prime Minister Neville Chamberlain's sell-out to Adolf Hitler. But the warmest reception came from members of the `Peace Now' movement
In a short address to his supporters, Mr. Begin said the Camp David agreements assured Israeli both security and honour. "I still cannot say that peace has arrived, " the Prime Minister said. "We have reached a vital point and have made important progress towards the goal of peace.
