    On the defence situation in general, and America's position in the cold was. Kennedy told reporters "By 1961 to 1963 unless we take immediate action we will slip into a secondary position." The recent 'bellicose actions' of Soviet leaders, he continued, were based on their apparent belief that the balance of power is shifting in Russia's favour.

    He paid formal compliments to the rival party's candidates, Nixon and Cabot Lodge, who had just been nominated at the Chicago GOP Convention.
