    MONDAY MORNING IN LIBREVILLE, CAPITAL OF THE WEST AFRICAN COUNTRY OF GABON, WAS A MORNING OF CEREMONY WITH THE FIRST MEETING OF THE NEWLY-ELECTED NATIONAL ASSEMBLY. THE NEW ASSEMBLY HAS 47 MEMBERS -- 20 FEWER THAN THE OLD ONE; THIS IS AN AUSTERITY MEASURE DECREED BY PRESIDENT MBA WHEN HE DISSOLVED THE OLD ASSEMBLY IN JANUARY.

    THE OPENING CEREMONY WAS PERFORMED BY M. PAUL MARIE YEMBIT, VICE PRESIDENT OF GABON, IN THE ABSENCE OF PRESIDENT MBA WHO WAS CONVALESCING AFTER A MINOR ILLNESS. THE NEW ASSEMBLY WAS PRESIDED OVER BY M. DAMAS, THE OLDEST MEMBER AND FORMER AMBASSADOR TO THE EUROPEAN ECONOMIC COMMUNITY.

    IN HIS OPENING SPEECH, M. DAMAS RECALLED THAT THE OLD NATIONAL ASSEMBLY MEMBERS HAD BEEN ELECTED IN A REFERENDUM FROM A NATIONAL ROLL -- "THIS ASSEMBLY HAS, HOWEVER, BEEN ELECTED DEMOCRATICALLY WITH REPRESENTATIVES FROM EACH REGION."
    VICE PRESIDENT YEMBIT DELIVERED A MESSAGE FROM PRESIDENT MBA IN WHICH HE REMINDED THEM THAT THEIR NATION WAS ONLY FOUR YEARS OLD AND CALLED ON THEM TO ABANDON THEIR QUARRELS -- "WITHOUT PEACE IN OUR COUNTRY," HE DECLARED, "NOTHING IS POSSIBLE."
    (FRENCH FORCES INTERVENED IN FEBRUARY THIS YEAR TO PUT DOWN A MILITARY REVOLT AGAINST PRESIDENT MBA'S REGIME.)
