    Quebec Premier Robert Bourassa arrived in Brussels from Montreal today (Wednesday) on the first leg of a tour of European cities. His purpose is to promote investment for the French-speaking Canadian province.

    The countries M. Bourassa is visiting include France, West Germany, the Netherlands, Italy and the United Kingdom. As the presence of Canadian Ambassador Langley indicates, his trip has the blessing of the Canadian Federal Government in Ottawa.

    International initiatives by the Quebec Provincial Government have not always met with Ottawa's approval. The Federal Government protested strongly in 1968 when Quebec sent representatives to French-speaking Education Ministers' conferences in Gabon and Paris, and even suspended diplomatic relations with Gabon.
